The only things stopping the construction of a new stadium are:

1) no money to build it

2) no NFL team committed to the project

3) net negative demand for retail space in the area

4) no approved construction plans

5) current lawsuit challenging the EIR

6) Roski needs to sell the Silverado Casino in Las Vegas before the NFL would allow his to own a team. Based on the current state of the economy in Las Vegas, the Silverado Casino is worth a fraction of what it was worth 12 months ago.

7) no approved deal with the Rose Bowl.

Otherwise, everything looks great.
