The only thing that is stopping this stadium from being built is if no NFL team was available to move into it. If a team wanted to and could move to this stadium, construction would start ASAP. All environment reports are done, politics dealt with, just Ed and the City of Industry don't want to build it unless a resident will be in place day one.

The only things stopping the construction of a new stadium are:
1) no money to build it
2) no NFL team committed to the project
3) net negative demand for retail space in the area
4) no approved construction plans
5) current lawsuit challenging the EIR
6) Roski needs to sell the Silverado Casino in Las Vegas before the NFL would allow his to own a team. Based on the current state of the economy in Las Vegas, the Silverado Casino is worth a fraction of what it was worth 12 months ago.
7) no approved deal with the Rose Bowl.
Otherwise, everything looks great.
