A long as Goodell is the commish we better be worried he might snatch the whole draft order from us next season. That guy is super ridiculous seriously. But I don't see how that would be tampering so I don't know.

It is irrelevant if "every single team is doing it." If any negotiations take place, it is a violation. It's fine to express interest, but negotiating is not.
