I have heard that they need to work a special clause into his contract with incentives in case he becomes the week one starter at SS. But he can still participate in the mini camp that starts today even though he isn't signed, so it isn't hurting anything.

If that's the case and his agent is determined to have that built into a rookie contract, then look for Taylor to be holding out into training camp.

The Chargers are unlikely to make a contract exception for their 3rd round pick. The new CBA is a slotting system that doesn't make exceptions for being a starter in Week 1.

As for Taylor's participation: other than the restriction than rookies not being able to participate in organized activities (other than rookie minicamp) until their university has finished with the spring semester / quarter, a signed contract only becomes relevant when it comes to being able to attend training camp in late July.
