Depends on what the new coach and or GM thinks about Rivers along with how much they think they would receive in a trade for Rivers. The new coach and or GM may like Rivers and feel he can be fixed. IF Rivers can indeed be fixed than retaining Rivers could be the better move unless the trade compensation was massive. Just need to be willing to except the rebuilding process.

At a minimum they should try to work their younger players into the lineup. Guys such as Wright, ingram, Reyes, Mouton, Gilchrist and maybe Brandon Taylor should start seeing more time to determine if they are part of the future.

Not saying I am lobbying for Rivers to be traded, but I'm pretty sure KC would give up the kitchen sink to have someone like him. Hes better than anyone the Chiefs can draft and could very easily become a mentor. Knowing a division rivals offense and defense doesn't hurt either.
