Well, that's what the Dolphins did this year with just this scenario in mind, and with the future at OLT in mind as well when they drafted Martin, an OLT at Stanford and put him in at ORT for his rookie year. Now, with Long going to IR, he's been moved to OLT, and someone else who they haven't quite decided on is going to play ORT for the remaining of the year. It's not at all unusual for a team to make a move like this. Dallas did this last year with their No. 1 draft pick out of USC. He did end up playing ORT all year, but he's now their OLT. Martin, if he plays well, will also give the Dolphins much leverage in their negotiations with Long, who is a FA this year as well.

I'm not sure of the play in question here. However, a QB has a progression he reads on every play. If a receiver is in that progression, he normally gets picked up, especially if he's wide open. That being said, I can't tell you how many times I've seen a wide open receiver who obviously was not in the QBs progression and people start screaming about how the QB "missed" him. Of course he missed him, because he wasn't supposed to look for him to begin with.
