He was making a point about the rules. Saying he would aim lower which basically meant aiming for the knees. He was actually deriding a rule he thought would lead to injury, not saying he wanted to hurt people.

I guess if he doesn't want people thinking he's going to aim for knees on purpose, maybe he shouldn't put it out there.

Deriding a rule or not, with his rep people aren't going to put it past Harrison to deliberately injure a players knee, trying to "make a point" about the rules.

At what price? The career of another player?

I understand what you're saying about how he presents himself. But I think he was just saying explicitly what a lot of people already do. Tons of defenders aim for the knee area when they tackle, especially nowadays. And note that he said he would aim for that area to avoid penalty and it may result in knee injuries; he didn't say he would try specifically to injure peoples' knees.
