I definatly think that Loomis' suspension isn't as big of a deal as Payton's, but I think he'd (for the most part) trust his assistant GM than risk further penalties.
Then again he was notified in 2009 to stop the bounties and reports are that they had a bounty on Cam Newton, so he's obviously not the most honorable guy.

I agree that Loomis would be stupid to do anything that could violate the terms. But without knowing the precise terms, it's speculation.
Obviously we can assume no presence at the facility. No contact with anyone from the team? But how is that monitored?
